About Mistahiya Development Corporation (MDC)

Mistahiya is the governing organization for Saulteau First Nation’s (SFN) commercial businesses. Its mandate is to ensure that each business is well-managed, profitable, governed transparently, provides long-term benefits to SFN, and reflects the values of the Nation. MDC and its operating companies are located near Chetwynd, BC, with business lines in heavy civil construction, reclamation, gas plant maintenance, labour and security, and industrial supply.

Position Overview

MDC is seeking a strategic and hands-on Manager of Human Resources to strengthen human resources support across its group of companies. The HR Manager will ensure that core HR policies are implemented consistently, that employment opportunities for SFN members are supported and expanded, and that all HR complaints and workplace concerns are handled with professionalism, fairness, and integrity.

This is a critical role for advancing MDC’s dual mandate: operational excellence and Indigenous community benefit.

Key Responsibilities

1. Policy Implementation & Compliance

  • Ensure consistent implementation of MDC-approved HR policies across all MDC companies.
  • Provide advice and training to managers and HR personnel on the application of policy.
  • Review and revise HR policies as needed to ensure alignment with legal requirements and MDC values.

2. SFN Employment Strategy

  • Work proactively with MDC management and hiring teams to identify and promote employment opportunities for Saulteau First Nation members.
  • Support onboarding, training, mentorship, and career progression of SFN employees across MDC companies.
  • Liaise with SFN administration and training/employment programs to strengthen recruitment pipelines and reduce barriers to participation.

3. Complaint & Issue Resolution

  • Oversee the handling of employee complaints and workplace issues across MDC companies, ensuring they are addressed promptly, confidentially, and in accordance with policy.
  • Investigate serious HR matters or support local HR reps in doing so.
  • Promote a workplace culture of professionalism, inclusion, and respect.

4. General HR Advisory and Support

  • Serve as a resource for HR staff and management teams across MDC businesses.
  • Build HR capacity at the subsidiary level through coaching and mentorship.
  • Support the implementation of hiring, performance management, and disciplinary processes that align with MDC’s goals.

5. Reporting & Strategy

  • Track and report on hiring statistics, workforce composition, and SFN employment metrics.
  • Provide annual updates and workforce data to the MDC Board and SFN Council.
  • Identify funding opportunities (e.g., wage subsidies, training grants) and coordinate applications where applicable.

Required Qualifications and Experience

  • Diploma or degree in Human Resources, Business, or related field.
  • Minimum five years of progressive HR experience, including direct responsibility for policy implementation and employee relations.
  • Experience working in or with Indigenous organizations or communities is strongly preferred.
  • Knowledge of federal and provincial labour legislation (BC and/or Alberta).
  • CPHR designation is an asset.

Work Conditions

  • Remote or hybrid work structure with occasional travel within the Peace Region.
  • Full-time, Monday to Friday.
  • May require some after-hours availability to respond to urgent HR matters.
